Command Centre for 2400 aviation security personnel,
Certis CISCO Aviation Security Integrated Operations Centre
officially opens on 29 July 2009

On 29 July 2009, Mr Paul Chong, Group CEO, Certis CISCO and Mr Lee Seow Hiang, CEO, Changi Airport Group officially opened Certis CISCO Aviation Security Integrated Operations Centre (CIOC).

Certis CISCO was awarded the first-ever mega contract to provide security services at Changi Airport and its various terminals in April 2008. As a commitment to its partnership with Changi Airport Group, Certis CISCO invested S$4.5 million to set up this operations centre at Changi Airport's Terminal 2 with the aim of ensuring a high level of security standard and service quality.


For efficient centralised planning, deployment and command and control over its 2400 aviation security personnel including Auxiliary Police Officers (APOs) and Aviation Security Officers (AVSOs), Certis CISCO deploys the following best-fit technology at CIOC:


Certis CISCO Automated Secure Personnel Reporting System (CASPERS) is the 'heart' of CIOC.  This is proprietary software inputted into any mobile phone and allowing for the deployment, and command and control of APOs and AvSOs on duty. Their status is updated when APO/AvSO uses the CASPERS to acknowledge receipt of a tasking and to take a photo of a 2-dimensional matrix tag placed at various duty and other locations. These details are sent to CIOC via GPRS and CIOC is able to execute effective actions in event of no acceptance of tasking, late arrival at duty posts, and non timely situation reporting etc.

Flight Information Display System (FLIDS) is a middleware system integrating critical information from the airport's flight information display system into the Certis CISCO Aviation Security Integrated Systems. With the real-time information, CIOC can deploy its resources optimally and conduct dynamic deployment effectively.

Door 4 planning and control system retrieves data from FLIDS and allow CIOC to assign APOs to open the gates accurately and timely for the arrival of flights.

Pre-board planning and control system retrieves data of departing flights from FLIDS and the inputting of data from ground-handling agents, airlines and Airport Police Division so as to allow CIOC to deploy sufficient security screening teams timely and optimally for pre-board operations. The planning norms for the deployment of number of security screening teams based on passenger load and characteristics of specific flights are being reviewed constantly so as to further enhance passenger's experience at Changi Airport.

ICA (Immigration and Checkpoints Authority) security screening planning and control system retrieves data of designated arrival flights from FLIDS so as to allow CIOC to deploy security screening teams timely for arrival security screening operations.

Resource monitoring system provides situational awareness on the status of all APOs and security screening teams on the ground. The system will track that only appropriately certified resources are being assigned specific duties. It is a hybrid system where CIOC has both real and planning time status of all on duty resources so as to redeploy personnel timely and effectively to meet any surge demands.  The system also provides information on the working and idling time of the resources for further analysis.

Information dissemination system allows the dissemination of information to APOs or  security screening teams on the ground via broadcast to groups or individual personnel.

Incident Reporting Information Management System (IRIMS) is a reporting tool that records and disseminates information of all incidents. Upon receipt of any incident from Certis CISCO Aviation Security staff or members of the public, Changi Airport Group, Changi Aviation Authority of Singapore, Airport Police Division, etc, at CIOC, the duty Operations Manager shall update the information into IRIMS.  This allows the timely and specific dissemination to management staff based on the escalation list via both email and/or SMSl.  The Airport Authority's management can also be included in this incident reporting system if required. IRIMS also provides a database for the purpose of analysis and reports are categorised for easy retrieval.

At the end of the opening ceremony, guests were treated to a tour of the CIOC, exhibition on Certis CISCO aviation security and technology showcase.
